Visited on a weekday before lunch hour to avoid crowd. Indeed short queue BUT only one officer is on duty. A lady who was lodging a report took close to 1 hour! The people in queue just wanted a 3-min residential address change! Service quality wise I'd give 5-stars, efficiency wise that'd be just 1-star.
