I don't see much issues with finding this set of Citibank ATM machines. They're located on the 2nd floor of Chinatown Point mall, the mall above Chinatown MRT. It's located near the escalators, right by the restaurants on the 2nd floor - Krapow Thai and Nanbanten.

Not only is it very difficult to find, but when I finally found it, it was out of order. "This machine is out of service".
